Member Institutions
Under the provisions of M.P. Nagar Tatha Gram Nivesh Adhiniyam, 1973– Ten Development Authorities, namely, Bhopal, Indore, Ujjain, Dewas, Gwalior, Jabalpur, Amarkantak, Singrauli, Katni, Ratlam; Five Special Area Development Authorities, namely, Pachmarhi, Gwalior, Counter Magnate Khajuraho, Maheshwar – Madleshwar, Orcha were constituted.
Departmental Responsibilities
1. Planning and Architectural work in respect of Schemes of Town Development Authorities.
2. Survey, Technical Examination and detailed Architectural work pertaining to IDSMT and other self-financing Schemes.
3. Providing necessary guidance to Development Authorities in the field of Technical, Administrative and Accounting Management and organize training/ seminars for Officers/ Subordinates.
4.Execution of Planning and Architectural work in respect of Private Institutions.
5. Execution of works as assigned by the State Government.
Information related with the Department
Madhya Pradesh Vikas Pradhikaran Sangh has now been renamed as ‘State Institution for Town Planning’ which is a registered association of Town Development Authorities of the State. The M.P.V.P.S was registered in the year 1980 under the provisions of M.P. Society Registration Act, 1973. Its main function is to provide guidance on Technical, Administrative and Accounting Management aspects and provide training to Officers and subordinates.
General and Special Features
1. In the light of issue of revised guidelines during August 1995 in respect of IDSMT Scheme by Government of India, the erstwhile Madhya Pradesh Vikas Pradhikaran Sangh which has now been redesignated as State Institute for Town Planning, was declared as Nodal Agency of the said Scheme. Now State Institute for Town Planning is functioning as Coordinator and Advisor of these Schemes. Most of the technical advisory work of the Institute is being accomplished as an ‘in house’ activity by this Institute.
2. During 2005-06, Government of India enforced UIDSSMT Scheme and accordingly merged IDSMT Scheme with UIDSSMT Scheme. The erstwhile Vikas Pradhikaran Sangh was also made a State Level Nodal Agency for implementation of this new Scheme in Madhya Pradesh. Under the provisions of the said Scheme, Vikas Pradhikaran Sangh was carrying out the work of evaluation /inspection/ supervision of UIDSSMT Schemes as well as preparation of new Schemes. In the year 2009-10, in accordance with Urban Administration and Development Department (UADD) GoMP order No. F-10-27/10/98-2 dated 27.01.2012, Directorate of Urban Administration and Development was assigned the role of State Nodal Agency in place of erstwhile Vikas Pradhikaran Sangh. Accordingly, UIDSSMT Scheme was handed over to UADD for its implementation along with incentive funds.
3. As per Government of M.P., Housing and Environment Department Order No. F-6-9/10/32 dated 18.02.2012, the work of Information and Technology in respect of Directorate of Town and Country Planning was assigned to M.P.V.P.S as a Nodal Agency. In the first phase of the said assignment, the work of GIS Application in respect of four towns of M.P. is under progress.
Budget Review, Sources of Income
The main sources of income of the Institute are Membership Fee received from its Member Institutions, fee being charged for Architectural Consultation work/ Technical Examination/ Survey work of the Schemes/ Scrutiny of budget of Authorities, examination of cases U/s. 23 (b) of the Act, Development Plan preparation and Turnkey Jobs from T & CP from time to time. The Institution is not in receipt of any grant from the Government at present.
Budget Provisions, Target/ Expenditure and Audit
Proposed Income – Expenditure figures for FY 2010-11 for the Institute were Rs. 369.91 lakhs and Rs. 369.91 lakhs respectively. Against the said figures, the actual income – expenditure were of the order of Rs. 509.95 lakhs and Rs. 183.13 lakhs respectively. For the year 2011-12, the proposed income – expenditure figures were Rs. 661.81 lakhs and Rs. 617.28 lakhs respectively but as per Board of Directors’ meeting dated 05.11.11 the budget figures in respect of anticipated income – expenditure were revised as Rs. 335.35 lakhs and Rs 312.67 lakhs respectively.
Audit work for the FY 2009-10 has been completed whereas Audit work for FY 2012-11 is in progress.
Parliamentary work, legal work and Court related work – NIL.
Sanctioned Setup
Under the previous sanctioned set up of the Institute, sanctioned strength of the setup under different category of employees is 65, out of which 16 employees belong to Technical Cadre whereas 38 employees belong to non-technical cadre. All Officers/ employees are in regular service. Five Officers/ employees are presently posted on deputation.
(A & B) State Schemes and Centrally Sponsored Schemes
1 .The predecessor of State Institute for Town Planning i.e. M.P. Vikas Pradhikaran Sangh was declared a Nodal Agency for implementation of three ongoing major Schemes in the State. Out of these three schemes, the work is presently being carried out in respect of IDSMT Scheme and Information Technology Scheme only.
Integrated Development of Small and Medium Towns (IDSMT) Scheme was implemented in the year 1995-96 and upto FY 2004-05, the works in respect of Schemes of 97 towns were being executed at a sanctioned cost of Rs. 14370.49 lakhs.
Commissionery wise details of these 97 towns are as follows – (1) Chambal Division – 3 towns, (2) Gwalior Division – 6 towns, (3) Ujjain Division – 16 towns, (4) Indore Division – 9 towns, (5) Hoshangabad Division – 2 towns, (6) Sagar Division – 15 towns, (7) Rewa Division – 18 towns, (8) Jabalpur Division – 12 towns, (9) Bhopal Division – 16 towns..
Since its inception in the year 1995-96, an amount of Rs. 8614.81 lakhs has been released upto Current financial year. This includes Central Govt. share of Rs. 4501.19 lakhs and State Govt. share of Rs. 4133.62 lakhs. No provision has been made during the current financial year for completion of incomplete works. Under the Scheme, an upto date expenditure of Rs. 7732.92 lakhs has been reported for 94 towns by the Urban Local Bodies. During the year 2005, IDSSMT Scheme was subsumed with UIDSSMT Scheme.
The erstwhile Vikas Pradhikaran Sangh under the various components of IDSMT Schemes has carried out detailed Architectural work for various works which include Commercial Complexes, Bus Stand, Residential, Parks, Community Halls, Stadiums, Office Complexes, Vegetable Markets and other similar development works. The Utility of works executed under the Scheme which was of the order of 84 percent previously, has now improved to the extent of more than 89.76 percent during the last one year.
Information Technology
Government of M.P., Housing and Environment Department by virtue of declaring this Institute as Nodal Agency in respect of execution of Information of Technological works for the Directorate of Town and Country Planning, initially four cities have been included in the First Phase of Scheme as follows:
1. Indore, 2. Gwalior, 3. Bhopal, 4. Jabalpur.
The Directorate has released an amount of Rs. 63.40 lakhs during FY 2009-10 and Rs. 88.21 lakhs during FY 2010-11, aggregating to Rs. 151.61 lakhs towards execution of this Scheme.
The Institute is presently in the process of preparation of draft Request For Proposal (RFP) for Directorate of Town and Country Planning Web based Application in respect of these four cities.

4.Other Schemes / Works as assigned by the State Government

State Institute of Town Planning (SITP) is presently in the process of preparation of self financing schemes of various Urban Local Bodies
2.During the year 2011-12, under the IDSMT Scheme, SITP has taken up the work of preparation of various Schemes from the Revolving Fund of Urban Local Bodies of the State. So far, Institute has received the proposals from 29 towns for preparation of such schemes.
3.During the year 2011-12, the Institute has finished the work of preparation of City Development Plant of Salkanpur for Directorate of Town and Country Planning.
4.State Government has also assigned many important works to this Institute as follows towards enhancement of its activities and functions/ income:
1. Scrutiny of Annual Budget of Development Authorities for onward approval to the State Government and preparation of Budget for newly constituted Development Authorities.
2.Technical scrutiny of all Schemes in respect of Development Authorities/ Special Area Development Authorities for onward approval of the State Government.
3.As per provisions of Section 23 of M.P. Nagar Tatha Adhiniyam, 1973 carry out scrutiny of all modified Schemes.
4. Carryout scrutiny of Environmental Impact Assessment of the Schemes prepared by Development Authorities/ Special Area Development Authorities and other member agencies.
5.Preparation of Development Schemes/ Zonal Plan in respect of Town and Country Planning Department and Urban Administration Department.
6. Preparation of Training Calendar for Training/ Capacity Building of Officers/ Subordinates of Development Authorities.
This office is presently executing the above mentioned works as per proposals received.
General Administrative Matters
The Institute has experienced during conduct of the previous training programmes in respect of UIDSSMT Schemes, that for the efficient handling of work and successful implementation of schemes, for achievement of proper capacity building in the Development Authorities, preparation of Training Module is most essential. In line with this point of view, SITP has prepared a Training Calendar in different subjects for the Development Authorities for implementation during the next financial year.

Innovative Scheme
tate Institute for Town Planning (M.P.V.P.S) has completed the work of preparation of Salkanpur Development Plan for Town and Country Planning Department.
State Institute of Town Planning (M.P.V.P.S) has published guidelines on ‘Execution, Operation and Maintenance of Water Supply’ for technical guidance of Member Institutions and distributed the copies of the same to Urban Local Bodies. The guidelines will be helpful during implementation of UIDSSMT Schemes.
State Women Policy and Work Plan
In the compliance of work Plan of State Women Policy, the recommendations made by Rajya Mahila Ayog are being carried out. Proper toilet arrangements are in place for women employees of the office. Proper and sufficient sitting arrangements have also been provided for the lady employees of the office.
As far as this Institute is concerned, there is no complaint lodged by a woman employee in respect of woman harassment. Smt. Varsha Jain, Asstt. Architect has been nominated for keeping proper coordination among women employees of the Institute. At present, eleven women employees are working in this office.
Summary – Plans and Programmes for the Next Financial Year
1. During next financial year, the Institution proposes to complete architectural work of balance components of Urban Schemes under IDSMT Programme.
2.The Institute proposes to take up architectural work of self financed schemes of Urban Local Bodies. Additionally, it is also proposed to take up Information Technology work of four cities.
3.To carry out scrutiny of annual budgets of eight Development Authorities/ Special Area Development Authorities and forward the same to State Government and preparation of annual budgets of six newly constituted Development Authorities.
4.To carry out technical scrutiny of all schemes in respect of Development Authorities/ Special Area Development Authorities and forward the same to the State Government. Under this programme, it is also proposed to carry out scrutiny of such schemes wherein it is proposed to construct EWS/ LIG Houses on the Government lands available at concessional rates.
5.To scrutinize proposals/ schemes of modifications as per provisions of Section 23 of M.P. Nagar Tatha Gram Nivesh Adhiniyam, 1973.
6.To scrutinize schemes towards their Environmental Impact Assessment as are being prepared and forwarded by Development Authorities/ Special Area Development Authorities/ M.P. Housing Board/ Capital Project Administration.
7.Preparation of City Development Project/ Zonal Plans in respect of City Development Plan of Town and Country Planning Organization.
8.To organize training programmes on ten different subjects as per Training Calendar for the training and capacity building of officers/ Subordinates of Development Authorities.
9.During the year 2011-12, under the IDSMT Scheme, institute has taken up the work of preparation of various Schemes from the Revolving Fund for Urban Local Bodies of the State. So far, Institute has received proposals from 29 towns for preparation of such schemes.
During next year, it is proposed to undertake maximum recovery of approx. Rs.1.00 Crore from different Urban Local Bodies payable by them to the Institute under different heads.It is also proposed to avail the services of private consultants towards execution of works and preparation/ scrutiny of the schemes pertaining to above said works. A penal of consultants has been prepared to achieve the objectives. A definite procedure and clearcut policy has also been drawn. The office endeavours to take up most of the works through ‘in house’ arrangements.
Due to handing over of UIDSSMT Scheme to Urban Administration and Development Department, a proposal was under consideration to adjust the staff of State Institute for Town Planning with the said Department. But now a decision has been taken by the office to withdraw the proposed action. A final decision in this regards is proposed to be taken by the end of the financial year.
