Chapter – 1

Introduction

Government of India has promulgated Right to Information Act, 2005. As per provisions of the Act, the information relating to STATE TOWN PLANNING INSTITUTE (Formerly Madhya Pradesh Vikas Pradhikaran Sangh) as per prescribed proforma in the form of Manual Handbook is submitted as follows:

Particulars, Functions and Duty of the Organisation

»	2.1 Objectives of Public Authority To provide scheme reports, Planning, Architectural services, Survey and Technical guidance, Training and Advisory services to urban Local Bodies and Development Authorities of towns and cities.
»	2.2 Mission/ Vision of Public Authority To provide best possible Advisory services to all Urban Local bodies in respect of Technical quality and implementation of Schemes.
»	2.3 Brief History and background of its Constitution In order to prepare proposals for the Schemes and to provide best possible advisory services in their implementation, Madhya Pradesh Vikas Pradhikaran Sangh (the predecessor organization of State Town Planning Institute) was formed in the year 1980 and was incorporated as a Registered Society as per provisions of M.P. Society Registration Act, 1973.
»	2.4 Duty of Public Authority To prepare Schemes/ Plans as per directions of the Government, to mobilize Financial Resources, provide detailed technical advise and monitor implementation of the Plans/ Schemes.
»	2.5 Major Functions of Public Authority The Institute is presently engaged mainly in the implementation of Integrated Development of Small and Medium Towns (IDSMT) Scheme.
»	2.6 List of Services provided by the Public Authority and their Brief Details To prepare Schemes/ Plans, to provide assistance in mobilization of Financial Resources, Survey work, Planning, Architectural Design, Infrastructural Design, Estimation, Monitoring of Plan and prepare Development Plan for the Cities/ Towns.
»	2.7 Organizational Structure of Public Authority at Various Levels The Organization functions at the State Level only.
»	2.8 Expectations of Public Cooperation for the efficiency enhancement by the Public Authority Public Cooperation and their assistance in the implementation of Infrastructure Development under the Plan.
»	2.9 Process/ Arrangements to ensure Public Cooperation The Plans/ Schemes are prepared in accordance with the consent and cooperation of public representatives.
»	2.10 Arrangement for monitoring of Public Services and Redressal of Complaints. This portion of Plan implementation is carried out by the Urban Local Body.
